Armando Castro’s story is rooted in grit, ambition, and opportunity. Born in the Philippines, he came to the U.S. with big dreams and an early sense of responsibility. While still in junior high school, Armando attended classes in the morning and worked after school selling Pop Rocks candy business-to-business to help support his family—an early lesson in hustle, sales, and perseverance.
With more than 35 years of experience in staffing and recruiting, Armando has built his career from the ground up. He put himself through college, earning a Bachelor’s degree in Business and an MBA, and began at the entry level—learning the business firsthand and earning every step forward. At VXI Global Solutions, he worked his way up from the bottom and played a key role in scaling the company from a startup into a global enterprise with 35,000+ employees across five countries.
Today, as the owner of Express Employment Professionals, Armando is driven by a simple belief: the right job can change a life, and the right hire can transform a business. He brings discipline, empathy, and real-world leadership to every partnership.

Steve Unwin is an accomplished Lean Six Sixma Black Belt, Lean Leader, and Project Manager with the State of Oregon. He currently works in the Modernization Unit at the Department of Business and Consumer Services, Worker's Compensation Division, where he manages the state's second-largest project and leads initiatives to modernize outdated software systems and streamline inefficient processes. Steve is a certified Prosci Change Management practitioner and the 2025 recipient of Oregon's Public Service Ambassador Award for Innovation. His career includes leadership roles as a Lean Leader at Oregon State Hospital and management positions at Medical Teams International, and Nike. With over 20 years of management experience, Steve has a proven track record in healthcare and operations, specializing in Operations, Inventory Control, and Supply Chain Management. Steve currently lives in Hebron, Ohio with his wife.

Chelsea Adams is a software architect and fractional CTO focused on early-stage and mission-driven technology. She helps organizations turn promising ideas into reliable, scalable products by bridging strategy, design, and engineering. Her experience spans full-stack development, cloud infrastructure, data engineering, VR, and AI-enabled automation, with R&D leadership across startups, nonprofits, healthcare, education, and enterprise commerce. Adams is principal of Moonbeam Multimedia, an R&D studio partnering with civic innovators and purpose-driven organizations to design, build, and launch technology that strengthens communities.
Buckeye Lake Region Corporation Board Member
Licking County resident since the age of 3, graduated from Newark High but spent much of his teen years at the family cottage on Buckeye Lake. Worked in marketing & management for 15 years for Thompson (later Gannett) newspapers. Nationally syndicated writer for Gannett and Motor News Media for over 15 years. Became involved in the marketing and management of drag racing, first for the “Super Chevy Show” series of national drag race and car show events, then nearly 15 years for the National Hot Rod Association, culminating as General Manager of National Trail Raceway. Mike joined what was to become The Buckeye Lake Region Corporation in 2017 as their Executive Director. Volunteer history includes Licking County Foundation Scholarship Committee, longtime trustee for the Buckeye Lake Region Chamber of Commerce, Board Chair of Explore Licking County, Board of Visit Fairfield County and Founder of Buckeye Lake Winterfest.
Mike currently resides on the North Shore of Buckeye Lake with wife, Ann.
